The norm has been included in article 83 of the Constitution of the Russian Federation in 1993 about Security council, in the following formulation: «the President of the Russian Federation: …. формирует also heads Security council of the Russian Federation which status is defined by the federal law».
However Security council activity regulates, accepted in only 2004 «Position about« Security council of the Russian Federation », confirmed by the Decree of the President of the Russian Federation from June, 7th, 2004 № 726. http://www.scrf.gov.ru/documents/3.html.
It is necessary to begin with «the Head of laws» and to pass the law on Security council parliament of Russia according to the Constitution of the Russian Federation if have started to speak about quality of the laws guaranteeing safety of citizens.
